The description found on the link does describe this as "European psycho" so yeah, it is the same movie. I would not be surprised if the original title is not resurrected at some future date.
He journeys through the English countryside accompanied by his 14-year-old donor child Ronja, whom he tries to convert to the same radical ideas that he believes in. Murder. Elimination. Cleansing: all justifiable in the mind of a modern day European Psycho.
I'll break open the story and tell you what is there. Then, like the others that have fallen out onto the sand, I will finish with it, and the wind will take it away.

One thing I am *slightly* concerned about is that the plot summary sounds a bit similar to Super and God Bless America; both were about disillusioned middle-aged men joined by a young female 'sidekick' lashing out at society and attacking people.

The male protagonist in Super wasn't lashing out at society. He wanted to be a superhero type character. I don't know about God Bless America.
And the male lead in The Arbiter doesn't seem like he's lashing out, more like he's following an ideological path.

Well he was attacking people like those who would cut in line... it's clear he was dealing with a lot of built-up resentment in general.
"God Bless America" was basically about a guy who thinks he's going to die and he runs into a 14 year old girl and they go on a killing spree against people who annoy them.
So just the concept of an older man and a younger girl teaming up rings familiar imo.
