I suppose it all comes down to one simple fact: Kiruna exists because the mine exists. If the decision was made to close the mine instead of moving the town, then most, if not all of the people would probably have to leave. Not an easy choice, but there it is.
I live near a small town which has basically died since the only major business shut down. People still live there, but now the business district has virtually disappeared. People now have to drive-sometimes long distances-to find work and to shop. There's not much incentive for the young to stay, that's certain.
