Hmm... Once you've built the underwater portions can you drain the water out and make a subterranean city?

Well, there is no good way to drain the water, so basically I have to fill those 3 holes with blocks. Then the water is gone...
These are basically tombs for famous kings, like the Egyptian pyramids. So inside the pyramids will be burial chambers.

Tombs. Well, I've been waiting to find out. I wondered if they might be structures for loading/off loading cargo from ships.
